When you're creating a worship set, or any part of the experience, think about your main goal for the service. If it's to connect people to the heart of God, create a set tells God how great He is. If you have a mission to encourage your attenders during a certain week, choose songs that are upbeat. Remember that worship songs are more than just songs; they impact us on a spiritual level.
